QUESTION OF THE WEEK: What's alternative to group homes?

FED up Angelenos are trading in the oft-used command to "love thy neighbor" for firm regulation of sober-living and boarding homes in single-family neighborhoods.

The Care Facility Ordinance, slated to go before City Council next month, would address noise and smoke pollution complaints with more meticulous operational guidelines.

Proponents believe the ordinance would eliminate the bad seeds - homes operating without state licenses or with disengaged operators. But some are more concerned with the possible effect it could have on those living in the group homes - and on the city if they are forced out.

Where would those benefiting from the nearly 850 sober-living homes and hundreds of group homes scattered throughout the city go? Many of those living in sober-living homes are on the far end of the financial scale and are at risk of becoming homeless if their homes close.

Opponents say the ordinance is merely a discriminatory step toward the complete shutdown of such housing, which supplies unparalleled, low-cost boarding.
